Why this meaning was chosen
Quran-internal review covered both adjectival occurrences of جُرُز. In 18:8 the adornment of the earth will be reduced to barren ground; in 32:27 water is driven to barren land and then brings forth crops. Loss of surface growth in the first passage and renewed growth after water in the second establish one vegetation-depleted land core. Case variation follows syntax and does not change the sense.
