15:22

وَأَرْسَلْنَا ٱلرِّيَٰحَ لَوَٰقِحَ فَأَنزَلْنَا مِنَ ٱلسَّمَآءِ مَآءً فَأَسْقَيْنَٰكُمُوهُ وَمَآ أَنتُمْ لَهُۥ بِخَٰزِنِينَ

Why this meaning was chosen

The sole plural adjective predicates the winds, followed immediately by God's sending water from the sky and giving it as drink. The rain-bearing proposal follows that Quranic sequence without asserting a physical mechanism not stated there.
