وَإِن كَادُوا۟ لَيَسْتَفِزُّونَكَ مِنَ ٱلْأَرْضِ لِيُخْرِجُوكَ مِنْهَا وَإِذًا لَّا يَلْبَثُونَ خِلَٰفَكَ إِلَّا قَلِيلًا
فَأَرَادَ أَن يَسْتَفِزَّهُم مِّنَ ٱلْأَرْضِ فَأَغْرَقْنَٰهُ وَمَن مَّعَهُۥ جَمِيعًا
Why this meaning was chosen
Every target is Form X اِسْتَفَزَّ. Satan uses his voice to unsettle people into responsive action, while human opponents and Pharaoh seek to unsettle people from land, with expulsion made explicit in 17:76. The complement determines behavioral provocation or spatial removal, but destabilizing displacement is shared.
