فَإِمَّا تَثْقَفَنَّهُمْ فِى ٱلْحَرْبِ فَشَرِّدْ بِهِم مَّنْ خَلْفَهُمْ لَعَلَّهُمْ يَذَّكَّرُونَ

Why this meaning was chosen

The sole target is a second-person masculine singular Form II imperative in a warfare condition. The construction بِهِم مَّنْ خَلْفَهُمْ makes the encountered group the means of affecting those behind them, and the stated aim that they take heed fixes the action as deterrent dispersal.
