قَالَ ٱخْرُجْ مِنْهَا مَذْءُومًا مَّدْحُورًا لَّمَن تَبِعَكَ مِنْهُمْ لَأَمْلَأَنَّ جَهَنَّمَ مِنكُمْ أَجْمَعِينَ

Why this meaning was chosen

The sole target is an indefinite accusative passive participle describing Iblis as he is ordered to leave. Its coordination with مَدْحُورًا separates condemnation from the accompanying act of expulsion while keeping both in one punitive command.
