Why this meaning was chosen
Eight assigned NEG occurrences govern a jussive verb and mark deferred non-occurrence: the event has not happened yet. Three EXP occurrences instead appear in إِنْ كُلّ constructions and emphatically exhaust the set under the predicate. Because this emphatic syntax does not contribute temporal deferral, it is isolated as a lexical collision. Protected temporal 'when' occurrences remain outside this artifact.
