وَمَا مَنَعَنَآ أَن نُّرْسِلَ بِٱلْـَٔايَٰتِ إِلَّآ أَن كَذَّبَ بِهَا ٱلْأَوَّلُونَ وَءَاتَيْنَا ثَمُودَ ٱلنَّاقَةَ مُبْصِرَةً فَظَلَمُوا۟ بِهَا وَمَا نُرْسِلُ بِٱلْـَٔايَٰتِ إِلَّا تَخْوِيفًا
وَإِذْ قُلْنَا لَكَ إِنَّ رَبَّكَ أَحَاطَ بِٱلنَّاسِ وَمَا جَعَلْنَا ٱلرُّءْيَا ٱلَّتِىٓ أَرَيْنَٰكَ إِلَّا فِتْنَةً لِّلنَّاسِ وَٱلشَّجَرَةَ ٱلْمَلْعُونَةَ فِى ٱلْقُرْءَانِ وَنُخَوِّفُهُمْ فَمَا يَزِيدُهُمْ إِلَّا طُغْيَٰنًا كَبِيرًا
لَهُم مِّن فَوْقِهِمْ ظُلَلٌ مِّنَ ٱلنَّارِ وَمِن تَحْتِهِمْ ظُلَلٌ ذَٰلِكَ يُخَوِّفُ ٱللَّهُ بِهِۦ عِبَادَهُۥ يَٰعِبَادِ فَٱتَّقُونِ
أَلَيْسَ ٱللَّهُ بِكَافٍ عَبْدَهُۥ وَيُخَوِّفُونَكَ بِٱلَّذِينَ مِن دُونِهِۦ وَمَن يُضْلِلِ ٱللَّهُ فَمَا لَهُۥ مِنْ هَادٍ
Why this meaning was chosen
The خوف family retains fear as its invariant core. At 16:47, تخوف is the Form V verbal noun and therefore contributes fearfulness. The host verb يأخذهم supplies taking, while على frames the condition of the plural people being taken. The complete construction reads compositionally as 'or He takes them while they are fearful'; neither seizure nor progressive aspect belongs inside the noun.
