فَٱنطَلَقَا حَتَّىٰٓ إِذَا رَكِبَا فِى ٱلسَّفِينَةِ خَرَقَهَا قَالَ أَخَرَقْتَهَا لِتُغْرِقَ أَهْلَهَا لَقَدْ جِئْتَ شَيْـًٔا إِمْرًا

Why this meaning was chosen

The noun and finite command are juxtaposed at 27:33: the matter belongs to the queen, followed immediately by what she commands. Consultation in a matter at 3:159 and reciprocal deliberation at 65:6 preserve the same determination frame. The compacted 2:109 command candidate is therefore a contextual divine determination inside the broader noun rule. The adjective إمر at 18:71 instead modifies a thing as grave and lacks a Quran-internal bridge to direction, so that exact segment is isolated as a collision.
