33:18

قَدْ يَعْلَمُ ٱللَّهُ ٱلْمُعَوِّقِينَ مِنكُمْ وَٱلْقَآئِلِينَ لِإِخْوَٰنِهِمْ هَلُمَّ إِلَيْنَا وَلَا يَأْتُونَ ٱلْبَأْسَ إِلَّا قَلِيلًا

Why this meaning was chosen

The sole form II active participle names people who call their brothers back toward themselves and themselves come to the fighting only a little. The causative agent noun therefore denotes active obstruction rather than personal delay alone.
