وَلَوْ أَرَادُوا۟ ٱلْخُرُوجَ لَأَعَدُّوا۟ لَهُۥ عُدَّةً وَلَٰكِن كَرِهَ ٱللَّهُ ٱنۢبِعَاثَهُمْ فَثَبَّطَهُمْ وَقِيلَ ٱقْعُدُوا۟ مَعَ ٱلْقَٰعِدِينَ

Why this meaning was chosen

The sole form II perfect has God as agent and the unwilling group as object. Their failure to prepare, God's dislike of their setting out, and the command to sit all locate the action in preventing departure.
