وَٱسْتَفْزِزْ مَنِ ٱسْتَطَعْتَ مِنْهُم بِصَوْتِكَ وَأَجْلِبْ عَلَيْهِم بِخَيْلِكَ وَرَجِلِكَ وَشَارِكْهُمْ فِى ٱلْأَمْوَٰلِ وَٱلْأَوْلَٰدِ وَعِدْهُمْ وَمَا يَعِدُهُمُ ٱلشَّيْطَٰنُ إِلَّا غُرُورًا

Why this meaning was chosen

Quran-internal review covered both occurrences. Form IV at 17:64 commands Satan to bring his mounted and foot forces against those he can influence. The plural garment noun at 33:59 names outer coverings that believing women are to draw over themselves. Martial force and clothing differ in domain, but each construction makes an external presence come over a target.
