Why this meaning was chosen
Most occurrences are concrete human or animal necks struck, bowed, touched, or enclosed by shackles. Two constructions use the same anatomical locus figuratively: each person's record is fastened to the neck, and a miser's hand is pictured as chained to it. The figurative senses retain explicit bodily attachment.
