Why this meaning was chosen
Quran-internal review covered both occurrences of وَدْق in closely parallel cloud descriptions. God drives, joins, and piles clouds in 24:43 and sends winds, spreads, and fragments clouds in 30:48; in each case the rain is seen emerging through them. The second passage adds that when it reaches God's servants they rejoice, distinguishing the falling water from the cloud itself. Both targets share the same definite accusative form and clause.
