41:11

ثُمَّ ٱسْتَوَىٰٓ إِلَى ٱلسَّمَآءِ وَهِىَ دُخَانٌ فَقَالَ لَهَا وَلِلْأَرْضِ ٱئْتِيَا طَوْعًا أَوْ كَرْهًا قَالَتَآ أَتَيْنَا طَآئِعِينَ

44:10

فَٱرْتَقِبْ يَوْمَ تَأْتِى ٱلسَّمَآءُ بِدُخَانٍ مُّبِينٍ

Why this meaning was chosen

Both targets are the same indefinite noun. In 41:11 the sky is characterized as smoke during creation; in 44:10 the sky brings a manifest smoke. Predication versus prepositional governance changes case but not the substance core.
