كَمْ أَهْلَكْنَا مِن قَبْلِهِم مِّن قَرْنٍ فَنَادَوا۟ وَّلَاتَ حِينَ مَنَاصٍ

Why this meaning was chosen

The sole target is لَاتَ immediately before حِينَ مَنَاصٍ after earlier peoples cry out during destruction. The local construction makes it temporal negation: their appeal comes when the opportunity to escape has passed. All seven aligned witnesses preserve that construction. The frozen morphology labels the segment as a perfect verb; this artifact records the contextual semantic function without changing that source annotation.
