كَمْ أَهْلَكْنَا مِن قَبْلِهِم مِّن قَرْنٍ فَنَادَوا۟ وَّلَاتَ حِينَ مَنَاصٍ

Why this meaning was chosen

The sole target is an indefinite genitive noun in the temporal construct حِينَ مَنَاصٍ. Earlier generations cry out only when destruction has arrived, while لَاتَ denies that this remains its time, fixing the noun as the escape that is no longer available.
