بَشِيرًا وَنَذِيرًا فَأَعْرَضَ أَكْثَرُهُمْ فَهُمْ لَا يَسْمَعُونَ

Why this meaning was chosen
Reviewed all 130 Quran-family occurrences across both required 100-item pages. The 86 frozen targets were partitioned exactly; 44 accepted Form IV warning records owned by MH-anzara-warn-active and MH-anzara-passive-be-warned were treated only as protected context and were not edited. No compacted proposal or failure required adoption. Seven aligned witnesses were inspected at 21:45, 41:4, 53:56, 67:17, 74:36, and 77:6. The 77:6 witnesses vary in internal vowel display between نُذُرًا and نُذْرًا without changing the warning scope. The one-core test retains warning agents, warning content, recipients, and vows as directional uses of consequential advance declaration; the two tokens at 53:56 remain explicitly challenged.
