17:69

أَمْ أَمِنتُمْ أَن يُعِيدَكُمْ فِيهِ تَارَةً أُخْرَىٰ فَيُرْسِلَ عَلَيْكُمْ قَاصِفًا مِّنَ ٱلرِّيحِ فَيُغْرِقَكُم بِمَا كَفَرْتُمْ ثُمَّ لَا تَجِدُوا۟ لَكُمْ عَلَيْنَا بِهِۦ تَبِيعًا

Why this meaning was chosen

The sole target is an indefinite accusative Form I active participle followed by مِنَ ٱلرِّيحِ. It is the wind God may send after returning people to the sea, immediately leading to their drowning, which fixes its force as violent and destructive.
