36:8

إِنَّا جَعَلْنَا فِىٓ أَعْنَٰقِهِمْ أَغْلَٰلًا فَهِىَ إِلَى ٱلْأَذْقَانِ فَهُم مُّقْمَحُونَ

Why this meaning was chosen

The sole form IV passive participle describes people whose neck shackles reach their chins. The explicit restraint supplies the caused posture, while the passive plural form identifies those held in that condition.
