27:61

أَمَّن جَعَلَ ٱلْأَرْضَ قَرَارًا وَجَعَلَ خِلَٰلَهَآ أَنْهَٰرًا وَجَعَلَ لَهَا رَوَٰسِىَ وَجَعَلَ بَيْنَ ٱلْبَحْرَيْنِ حَاجِزًا أَءِلَٰهٌ مَّعَ ٱللَّهِ بَلْ أَكْثَرُهُمْ لَا يَعْلَمُونَ

69:47

فَمَا مِنكُم مِّنْ أَحَدٍ عَنْهُ حَٰجِزِينَ

Why this meaning was chosen

The singular names an inanimate divider between two seas, while the masculine plural describes people who might interpose to prevent an action. Animacy and number determine the English surface form, but both contexts retain the same intervening restraint.
