54:4

كَذَّبَتْ قَبْلَهُمْ قَوْمُ نُوحٍ فَكَذَّبُوا۟ عَبْدَنَا وَقَالُوا۟ مَجْنُونٌ وَٱزْدُجِرَ

Why this meaning was chosen

All six occurrences share forceful direction. The active participles perform it emphatically; a single directing cry produces immediate resurrection; reports contain a deterrent; and Noah is forcefully rebuffed. The agent at 37:2 and the exact nature of the resurrection cry need not be identified to establish the lexical act.
