Alternative: The one who set for you the earth as bedding and the heaven as a builder.
Research rendering: The one who set for you the earth as bedding and the heaven as a structure.
The verse coordinates earth as bedding with heaven as بِناء. 'Builder' turns the second complement into an agent and imports the separately vocalized بَنّاء branch found in 38:37.
